I am looking for a code that deals with subsea pressure vessel designs. The depth will be between 1000 & 2000 ft.

Does ASME VIII, Div 1 cover vessels with this high of an external pressure?

Indeed ASME Section VIII, Division 1 is well suited for this application and has been successfully utilized for such applications. You may have to also use Code Case 2286, or 2695 (which will let you use the rules in Division 2).

ASME PVHO-1 "Pressure Vessels for Human Occupancy" provides design methods for external pressure of cylinders and heads that produce lower thicknesses to ASME VIII-1 and possibly VIII-2. Aside from these special external pressure rules, it uses the rules and regulations of VIII-1 and VIII-2 for all other design.

ASME PVHO is intended for the design of deep sea diving bells and other commercial diving and hyperbaric applications.
