It seems SAFE alwasys wants top and bottom bars. Is there a way to specify only a middle layer of rebar for a slab on grade?

You can use the finite element method to achieve rebar area per length and manually calculate required rebars.

if it is not convenient, you can define a rebar with 1e-6 ( approximately zero ) diameter and then assign it to top or bottom rebars. then you can reach to required reinforcement in other layer. notice that you should reform the cover of reinforcement accordance with the place of single layer that you want to be.
