What layer should be used for placing the SHEET METAL SB fFLAT SOLID?

You can assign them to whatever layers that you wish, but there is no automatic scheme to do so.

But that might not even be necessary as we've already provided a means to manage both the 'Flat Solid' and 'Flat Pattern' and that is by automatically add them to their own explicit Reference Sets so that downstream, where it's most critical, you can control which manifestation are you using, formed, flattened or just the 2D layout for Drafting and Manufacturing.
