Re the allowable anchor pull (PA) that is formulated in NAVFAC DM-7.2 Figure 16, Page 170

(PA) is a function of Call and Call has been defined as Allowable Rock Shear Stress. The reference also states that the Call should not be taken greater than 0.3 KSF without pull test.

Wondering how to find the Call for the specific rock I am dealing with.

Would the Call be the M-C shear strength based on C and Phi? Is Call just the cohesion of rock mass induced by discontinuities? Or
Something else?
