It can only be controlled in the customer defaults, so it will only be affected for new drawings.

While it might be true that you cannot edit the existing dimensions, you can change to a new or updated Drafting standard by going to Customer Defaults, make your changes to your standard, and save the Customer Default changes, log off and restart your session. Now with the Drawing open, go to...

Tools -> Drafting Standard...

...and simply select the Drafting Standard of interest, and hit OK.
