How to remove "text below icon" from re4source bar permanently?
How to set permanently which icons will be in resource bar?

Not sure what you mean by "text below icon" when referring to the 'Resource Bar'. There is no text below the icons on the 'Resource Bar', unless you're talking about the icons that would appear when you expand one of the tabs on the 'Resource Bar'. Could you please provide a picture showing what it is that you're referring to?

Preference > user interference > layout > resource bar

Resource bar is shown on the left side border on the Screen, and is vertical
In it are icons and under each icon is text like
Multiple windows
Part navigator
Reuse library
Issue navigator
....

I would like to only icons with no text under each icon

I can remove text by: click at bottom of the resource bat > add or remove buttons > resource bar > uncheck text below icons

But that is not permanently. Each new session and I have to redo above clicking.
Is there something in customer default to remove the text permanently, and show only icons?

I've never seen snything like that in NX, which was why I was asking you to post a picture of what you're having an issue with since I'm unfamiliar with the 'problem'.

Do you have the "Save Layout at Exit" setting selected under Preferences> user interface > layout > Settings ?

Yes, "save layout at exit" is on, it works but not with "resource bar" layout. I have to turn text off each time the session change, and I want to remove text below icons permanently.
That text is the same think as with all other set of icons, say icons set for sketch.
My resource bar is set in preference > user int > layout > resource bar = "as toolbar"

That's strange, I just tried this in my NX 7.5 version (7.5.5.4.mp11) and it does remember this setting - the "resource-bar-as-toolbar" thing loads without text when I set it not to. What is the full version of NX you are using (with MR and MP)? Could've been a late fix...

Now i learnt something i never seen.
Displaying the resource bar as a toolbar.

Any reason you prefer this ?
( If you go back to "display on left/right" there is no text...)
Have you tried creating a User Role to see if this stores the setting ?

I learnt from you how to create user-role, and I did and use it all the time. It solves the problem, but I would like not to see that texts in resource bar (just icons are OK). I always have to click on user-role to remove it. It draws my attention away...

It does remember setting, but when I switch from model to drawing, that resource bar with icons + text comes on. I am after icons with no text in resource bar permanently. The same when I switch back to modeling.

OK, I remember now but it's been so long since anyone's even mentioned it that I'd forgotten that we still offered that option.

It goes back to the days prior to when we even had the 'Resource Bar' (we're talking about the pre-NX era here which was at least 13 years ago now), but we did have Assembly and Part Navigators (which BTW each had their own complete tool bars) but they were also opened as floating windows via icons on the 'Standard' toolbar. When we introduced the 'Resource Bar' we removed the icons as well as the Navigator-specific toolbars but a few people complained, and so as we often do, we gave these hardline 'legacy' users the option to replace the Resource Bar itself with a toolbar.

Now as to how they are managed, once it's a toolbar, that becomes the responsiblity of the .mtx file and/or your 'Role'. Now I just tested this (using NX 7.5.5.4) and it works just fine for me, like any other toolbar modification.

That being said, since this 'Text below icons' option is available for ANY toolbar, have you tried toggling this OFF on any of your other toolbars and see if that setting holds or not?

Now keep in mind, that while the Resource Bar itself is displayed, its settings are saved in the Windows registry, at least until NX 10.0 where we've enhanced the Resource Bar in response to some long standing ER's, one of them being that it should be managed via the .mtx file so that it could be captured and controlled using Roles.

Now before anyone asks, YES, starting with NX 9.0 you have the option of replacing the Resource Bar with a Ribbon 'tab', the near equivalent of a 'toolbar' from the pre-NX 9.0 era.
