I am struggling with how to calculate the yield strength of a weld.
The leg is 2x2x1/4 angle and is 16.25 inches tall. It is welded to 2x2x.08 tubing. The material is 1018 steel.
The part is constrained in the horizontal. Force is only applied at the bottom edge. 3/16 fillet welds all around. How much force is needed for it to fail at the weld?

What is YOUR calc of the forces and moments on the bottom weld?
What are YOUR calc's of the properties of the tube steel needed at the bottom weld?
What are YOUR calc's of the required properties of whatever that bottom weld is welded to?
If the "failure zone" so-labelled is at the top weld, what did YOU calc for those welds at the top weld, and why do YOU think they are failing up high, where you are not asking the question?
A bit harsely worded perhaps, but - to be frank, that is why YOU have been told YOU are the degreed engineer. Act like one.

I'll figure it out, but I'll need to dig thru a few old books. This hasn't been my forte for a long time.
I assumed someone does this calc all day and could point me in the right direction.

You will have rotation (moment) about the bottom of the angle post. You will also have rotation (moment) at the connection of the tubes to the angle. In addition you will have vertical shear at the tube to angle connections. All welding will have to resist these. I would suggest you look up the weld design in Blodgett.
I don't see any load that would necessary introduce lateral shear into the bottom weld, unless you have loading that is not shown.
