HIC resistant material

(OP)
My Current ongoing project is for Gas Development in Indonesia,
For Acid Gas removal unit- Equipment Main Absorber (Column)and flash gas absorber the process licnesor have specified CS+3 mm CA+ PWHT + HIC resistant material ( wet H2S requirement).
The equipment manufacturer have purchased Shell / D’end plates SA 516 Gr 70 N ( HIC tested).
However for pipes and forgings equipment manufacturer mentions these products are considered not sensitive to HIC as long as the Sulfur content complies the maximum limit (seamless & forging product). As per NACE MR-0175
Does this means for forging once the sulfur content is below the 0.025 %, it meets HIC resistant material.
Please clarify

Sebastian
