We have to do additional test plate for repair welding if we have used a qualified welding procedure to perform the repair welding?

Too little information to answer.
In general repairs made with an appropriately qualified WPS are acceptable.
Is the vessel subject to UG-84 (i)?

I can confirm that the UG-84 is applicable to the vessel.
We can inform that the vessel in fabrication is a Duplex Stainless Steel, where we have qualified some WPS and have tested some test plates according to each WPS used. Our question is about the specific requirement made by the TPI, who ask us to perform a specific test plate, not take in accouting that we had made all the test plates during the production welds.

There is nothing in UG-84 that requires a specific test plate be used only that a test plate be used for each WPS qualified and from one of the heats of steel used in single or multiple vessel production.

No you don't need another WPS to be qualified for repairs. WPS used for welding can be used for repairs unless essential or supplementary essential variables (for impact) used for repair welding are different than that used for main welding

Special 'Repair' WPS is a common 'old welder's tale'. Yes, most repairs will be made using 'stick' SMAW or 'tig' GTAW. And if you have a WPS that allows welding on your item using those processes, that is all that you need. Post the appropriate WPS, verify complete defect removal, and go to work.

Only exception would be for Controlled Deposition procedures, where bead placement and heat input are critical items.
