The only place that I can think of is in the customer defaults
But I will need to check at work tomorrow

There's nothing in Customer Defaults that allows you to affect the Snap Point settings.

So essentially there is no way to change the defaults?

I recently moved from 7.5 to 9 and don't remember this being an issue previously.

Dialog Memory will take care of changes in at least the current session and perhaps even as a carryover between sessions, but I don't think it covers all situations.
