Anyone know where to find the safety factor for loading on lifting lugs?

This is discussed in the AISC Engineering Journal paper "Design and Construction of Lifting Beams" by David T. Ricker (Fourth Quarter, 1991). The paper is available on the AISC website (www.aisc.org) and is a free download for AISC members. The author recommends a factor of safety equal to five (5).

Take a look at ASME Below-the-hook design specificaion (BTH-1-2011). This covers the design of pin connected lifting lugs.

For ULS designs in Australian refineries, I have seen a live load factor of 1.5 in combination with a dynamic load factor of 2.

I'm not aware of a single uniform safety factor used.
The safety factors in ASME BTH are for lifting beams, etc.
Generally, safety factors on lifting stuff tend to be pretty generous.
