In the context of a horizontal alignment, what direction is considered up-station and what direction is considered down-station? For example, say we are at Sta 15+00. Is Sta 12+00 considered down-station, or up-station of our location?

Down in the nomenclature I've seen. Think of it as a ladder, with ground level at Sta 0, if you're at 15, then you have to go down to get to 12.
