I want to weld two dissimilar materials (A312 TP316) to (ASTM A182 F11) by GTAW process select ER309L by schaeffler diagram.
I wonder if the choice is correct or that another type of filler recommend me?

If you are working with a steel grade that will require PWHT it is often done by either welding a small transition piece (of an alloy that does not require PWHT) or 'buttering' (thick, multi-layer weld) the surface with Ni alloy filler. Then you PWHT, and after that you weld the SS to it, and the base steel does not get hot enough to require another PWHT.
That is why it is called 'welding engineering'.
