Is there any way to test if the steel rod spanning from one footing to another is loaded in tension?

Need a little more info.

Is the rod fully exposed or encased in concrete? Is the steel rod a rebar or some other material?

What parameters do you intend to test?

Destructive or non-destructive testing?

Why do you need to test it? Maybe there is a better way to determine the information you are looking for.

Maybe. The lateral deflection of a rod will depend on the axial load. They use that principle to calibrate tension in bicycle spokes.

Yup. I've heard of a similar principle being used for wire rope -- measuring the natural frequency of vibration to estimate tension.

It is rusted steel rod which is completely exposed after digging in the crawl space....goes from one side upper footing to the other side lower footing (house on slope).....I don't want to cut it if it is loaded and maybe holding the foundation.
