If axial compression load is <0.1fcAg the member can be designed as beam , Can anybody suggest where it is clearly mentioned in ACI 318.

I'm guessing you are referring to 318-11 10.3.5 —
"For nonprestressed flexural members and
nonprestressed members with factored axial compressive
load less than 0.10fc′Ag, εt at nominal strength
shall not be less than 0.004."

This effectively requires design of lightly loaded columns as beams.

Strength reduction factors transition between compression controlled and tension controlled members as defined in 318-08, Paragraph 9.3.2. Not sure about later versions. But it is a transition, not a step at 0.1fc'Ag.

The 0.10Agf'c limit is explicitly included in ACI 318-11 Chapter 21. The factored axial compressive force on flexural members of special moment frames is limited to 0.10Agf'c if the member is designed per section 21.5. If the compressive force exceeds 0.10Agf'c for members in a special moment frame, the member must be designed per section 21.6.
