I'm performing some foundation works that will limit the lateral capacity of the structure in question. It's only for a short while, and by inspection it looks like things should be okay for any reasonable loads that could occur during the modifications. Design level seismic or wind events are not likely to happen while a foundation is excavated. I want to quantify this, though, if possible.
I've seen reduction factors that deal with this somewhere, but can't remember for sure. Is it in ASCE 37 - "Design loads on structures during construction"? If it is, I'll grab a copy. If not, are there any suggestions on good sources?

A snag for me was that the ASCE 36 document references ASCE 7-95 which I wasn't able to acquire on short notice. You'll see what I mean when you get into it.
