Table 7.1-1 ASME B31.8S 2014

(OP)
Dear members, I have a doubt regarding the repair of girth weld defects (lack of fusion in this case) in gas pipelines.
The indication in the documents I´ve consulted (ASME B31.8, ASME PCC2, API1160, ASME B31.4, although for liquids the last two) as well as some bibliography, is that type A sleeves are no to be used for circumferentially oriented defects because this repair do not resists axial load.
Now, Table 7.1-1 in ASME B31.8S accepts types A sleeves for girth weld defects (at the same time this supplement refers to B31.8 in relation to requirements fulfillment).
I may be wrongly interpreting something here and I would appreciate any comments in regard to this subject.
Thank you
