ACI 318-08 Section 12.14 Lap Splices

Per ACI 318-08 subsection 12.14.2.3 it states, " Bars spliced by noncontact lap splices in flexural member shall not be spaced transversely farther apart than the smaller of one-fifth the required lap splice, and 6 in."
My questions are,
1. Would this be acceptable for columns in compression? If not does someone know where in ACI this can be found?
2. Would this be acceptable for Columns in Tension? If not does someone know where in ACI this can be found?
3. Because this states "and" (+) instead of "or" (-) this would mean that you have to add 6" to the 20% of the lap splice required, e.g lap splice required is 40" max distance apart is equal to the following = (40*.2)+6"= 14". I think this is a typo and it should say or 6" max, can some one confirm this belief?

2) Yes.
3) Confirmed. Max offset = min(6",Lap/5)
