ASME Section IX Combination of Welding Procedures

I have two different processes each independent WPS (SMAW, SAW), both qualified to ASME Section IX, and API 16A for corrosion resistant overlay on 4130 material. Both had similar welding PQR's and Testing/Chemistry requirements, both were 1.0" material.

Can both welding processes be used in the same weld overlay joint provided that each WPS is satisfied? For example, SMAW two layers (required by WPS), SAW for remainder of deposition two layers minimum(required by WPS).

Thank you.
