I have a question for the relay techs out there. We are using a lot of SEL 651R relays for single phase tripping due to our remote territory and miles of single phase lines. Presently out Relay techs use a MANTA MTS 5000 to test the overcurrent and under frequency elements that we use for protection on these relays. The question they have is has anyone developed a way to test the relay without being connected to the G&W breaker and opening and closing the breaker during each test. any help with tips on how to test the relay as a stand alone unit not attached to the breaker would be helpful.

Omicron has a complete line of test sets and interface cables that will do exactly what you want. There are SW templates that can read the SEL settings and test accordingly. see [Recloser https://www.omicron.at/fileadmin/user_upload/pdf/R...]Link[/link]

Thank you the Omicron set does look like exactly what I'm looking for. I'm hoping I can work with Manta to try and see if they have something similar since we own the MTS 5000 set at this time.

I use a Manta 5000 often (today as a matter of fact). It can do 3 phase tripping quite easily. I've seen others build interface boxes for their Dobles, using latching relays to simulate each breaker TC/CC and 52a/52b. The guy who built it for our local utility brags that it cost $10k to build the box when all was said and done (and he used to work for a recloser controller mfg.)

I find the problem with the Manta 79 Multifunctional Productivity mode, is that one is limited in what and how things can be tested (P-N faults only, or Ph-Ph or 3 Ph). I'm not sure how your protection scheme is operating, but if you are concerned about Neg/Zero sequence elements in an open condition, I think you would have to use the general mode and many states and that would be a lot of programming. It may make your head spin a bit. The Manta Outputs do act as a breaker simulator, so you dont have to think too much about that. I did 7 651R's with the Manta this year and due to the lack of test switches in a typical recloser application, the amount of wiring involved to make a 651R-Viper ST scheme test out properly (without using the 'breaker') was enormous. My test document was tedious as the built in Manta reporting is lacking in some areas.

If you have many 651R's to do and have some kind of NERC requirement, it may very well be worth your while to check out the Omicron when all costs are considered.

Thanks for the input. We were thinking of building a similar setup using latching relays also and still might pursue that option. I contacted Manta and they are helping with the 651 and setting it up in their shop to start working out a procedure. I'm afraid it will be very involved but I'll wait to see what they come up with. I think I'm also going to get an omicron rep to pay us a visit just to lay out the options of cost and time spent testing vs buying the omicron set. Again thanks for the reply.
