I understand that flame retardant cables don't have capability to continue in operation during a fire, while fire resistant cables can operate during fires for certain time.

most of power plants require LV & MV cables to be flame retardant where I may think that flame resistance cables may be required for vital circuits. I couldn't find any recommendation in NEC.

Any clue?

Mineral insulated cables would be your answer, at least from what you are trying to achieve.

This is of course if you are anticipating a high temperature environment such a near by fire during an emergency.

NEC Art. 700.10 Wiring, Emergency System. (D) Fire Protection.
Feeder-Circuit Wiring.
Feeder-circuit wiring shall meet one of the following conditions:
(2) Be a listed electrical circuit protective system with a minimum 2-hour fire rating.
ARTICLE 728: Fire Resistive Cable Systems
An information note recommends UL 2196-2006, Standard for Tests of Fire Resistive Cables.
