You are reinforcing - replacing the missing material - of the hole you cut. The conical taper is meaningless to the head; you cut a hole and that hole requires a repad to replace the lost material. Sect VIII Div-1 is 'design by rules', and it is kept pretty simple. If you want to try and take credit for the cone [vs. cylinder] nozz, you need to go to FEA and use VIII Div-2.

Hi Duwe6,
So if I understand, and with no FEA , I have to calculate the reinforcement the same manner as cylindrical nozzle per UG-37, other question did the welded agitator flange( see last attached drawing) gives other credit for reinforcement.

Two different issues; the repad is there to 'replace the hole'. And THEN the agitator requires bracing to keep the flange and nozzle rigid. This attachment will give you some guidance on the required bracing.
