Charpy V Notch Test on Pipe body for subsized sample

Charpy V Notch Test on Pipe body for subsized sample

(OP)
I am asking CVN test for some seamless CSA Z 245.1 Gr 448 and 359 pipes from pipe mills. Z245.1 says in table 7 under which dia and thickness combination can the manufacturer use full specimen or 2/3 or 1/2 sized specimen. The question is do the values of absorbed energy 27J (for 16" and smaller pipes as per 8.4.4.2 of CSA Z245.1) also change with the change in specimen size. In my opinion it should not, but some of my colleagues say it should but CSA Z245.1 is silent on that. Can someone help.

I also checked ASTM A370 but could not get a clue. Please help
Thanks
