For a hard-facing PQR on 1 inch thick coupon, per construction code, 1 hour is required for PWHT holding time for the 1 inch thick base material. If per QW-407.6, production component is 4 inch thick, should the PWHT for the PQR Coupon be done in 4 hours (1 hr/inch) for compliance with the QW-407.6 requirement?

Please advise.

My argument would be that the PWHT is for the WELD, which is less than 1-inch thick. And then heat-treat it accordingly; the 1-hour soak in the PQR. Hardfacing is not even similar to a buttweld.

Yes, it should be 4 hours. PWHT Time at Temp is an essential variable for HFO. Requalification is required with a 25% increase of time at temp. You are well over a 25% increase.
