Hello Everyone,
1).If Head(32mm) is Butt Welded(Full Penetration)with Shell(32mm), is this weld joint require FULL RADIOGRAPHY?
2).If Head(31mm) is Butt Welded(Full Penetration)with Shell(32mm), is this weld joint require FULL RADIOGRAPHY?

Depends upon the material, joint efficiency and service (read: lethal/non-lethal service).

For P1 material, No to both, as UCS-57 requires full radiographic examination ABOVE 32mm. Not inclusive of 32mm.

M.O.C is SA-516 Gr 60 and Joint efficiency is 0.7(Nil radiography) and Non-lethal service

All things being relevant (non-lethal service, joint efficiency, and thickness) full radiography will not be mandatory. Joint efficiency is part of the calculation used to determine tmin, or minimum section thickness. A joint efficiency of 1.0 would require more radiographic testing that a lower joint efficiency factor. This is further explained in ASME Section VIII, Div. 1, UW-12.

Not sure I understand the question. UW-40(f)(1) - states the nominal thickness is the total depth of the weld EXCLUSIVE of any reinforcement. A 32mm buttweld to a 32mm buttweld would result in a 32mm thick weld. Reinforcement is not included.

Yes nominal thickness in your case 32 mm, forget at all weld reinforcement. Requirements for the need of PWHT are decided on the basis of weld nominal thickness (Joint Enfficinecy and UW-2 apply additionally).
