Are you working for the fabricator or know their capabilities? The welds are prequalified for SAW (submerged arc welding) in the flat position. I don't know much about this process. Can they access both sides of the W10 flanges for welding?

Fortunately, I have high confidence in the fabricator. The beam can be maneuvered however the shop needs. I can learn for future projects by reviewing how they correct or modify this design on their shop drawings.

Just my personal preference but I don't usually get into specifying the weld AWS weld number or anything of that detail. I usually stop at specifying the weld profile (groove, butt, etc.) and wither it is CJP or what effective throat I'm looking for. Beyond that I leave up to the fabricator as they will probably be better than I will at picking what they can do cost effectively and efficiently.

Why not a single weld symbol all-around?
Is any NDE required?
I might call out the electrode - E60xx or E70xx etc.

I'd say yes, I don't see how they can get a proper double-bevel CJP groove weld without weld access holes. Ask the fabricator what they were planning to do for that detail.

I'm not sure why rat holes are needed, I've seen plenty of beams spliced without them. The critical welds are usually the flanges and they are pretty easy to get full pen welds even at the web.

Are these beams heavily loaded, in critical locations? Is the splice at the inflection point or mid-span?

Also, once you start messing with a fab shop, getting in their way and changing the way they work, issues become yours, not theirs and costs begin to run up.

For my edification, I'd be curious to see the rat hole drawing and final results...
