I designed a base plate with F1554 Gr55 anchor bolts, the procuremeant devision asked to use SS41 instead, now if we compared Fu and Fy SS41 is stronger, but my concern is the elongation, ACI defines the ductile material is the material that has an elongation value of a minimun of 14% and the ss41 doesnt meet this requirmeant.

dowes any one have any reference about the material properties required for the anchor bolts, should i rejext the suuggestion based on this only.
