Looking at previous post from Metengr for the qualification of hard facing overlay with buttering layer, Two PQRs are required. Some questions for these two PQRs:
1. For the buttering layer (Nickel based filler) to base material (alloy steel) PQR, should this be done on groove weld with alloy steel as base material and nickel based filler as filler material, then perform tensile and bend test?
2. Then hardfacing PQR will be done per QW-216 using hardfacing filler on Nickel base material per QW-216.4?
Any comments are appreciated, especially for the first PQR on groove weld.

Yes, your stated approach is correct because the butter layer will be subjected to possible PWHT and provide a substrate (including the original base metal) that is ductile to accommodate the hardfacing. I would qualify buttering using a groove weld PQR and qualify as if butt welding or weld build-up per QW-202.3 Weld Repair and Buildup.

The other question I have:
If no butter layer is used, use original base material filler to restore to original size, then hard facing with Satellite 21, with two PQRs as discussed above (one is groove, the other is hard facing overlay)both with PWHT, in the WPS (and actual application) , can we just perform one PWHT (weld with base material filler, then hard facing with Satellite 21, then PWHT)?
