hi All,

anybody can advise me if any institution for pre commissioning engineer certification especially for piping / pipeline ?

facetious answer is "School of Hard Knocks".

It takes experience, not classroom training in design calculations. If I was a young pipeline engineer, I would go see that hard-head at Muleshoe Engineering; and ply him with 'adult potable beverages' and do his scut work for him for a few weeks. http://muleshoe-eng.com/
