ASME Sec VIII, UG37(a) Defines
"h" is distance nozzle projects beyond the inner surface of the vessel wall.
when we insert plain cut-end pipe to cylindirical shell,
is "h", the length measured from center axis of pipe,
or
is "h", the minimum length measured at the edge of pipe?

Hi,
“h” is the minimum length !
Please look at Fig. UG-37.1 - it indicates: “use smallest value”.
You can also see it from that the section in this figure is in axial direction.

The nozzle reinforcement rule  is based on cross-section areas. Due to the use of F-factor, the cross section along the longitude shell axis governs the calculation as long as the nozzle is radial (not hillside). Therefore, you should use the h measured from center of pipe. The "use smallest value" in Fig 37.1 means smallest among h, 2.5t & 2.5ti.
