Does anyone have the Borough of North York Building Code, circa 1964? I am interested in what they required as the design live load for assembly areas in churches with fixed seats. I know what the NBC said at that time and also what the Toronto Code said, but I am interested what the Borough of North York code said.

This link states you can download for free the New York City 1968 building code.

As EOR's we should take the responsibility to design our structures to support the components we allow in our design per that industry standards.

Yes thanks, but I am looking for the North York building Code, not the New York Building Code. North York was a borough of Toronto, and has since been amalgamated into Toronto. Toronto is about hundreds of kilometres away from New York!

Start by calling the local building department to see if they have a copy you can look at. If not, the local library is a good possibility.
