1. Is using products like Belzona epoxy effective for repairing corroded areas on the bottom of an oil storage tank. Is that allowed by the API 653..

2.what's the limit where it is better to put a new bottom than repairing the old one by welded patches?

It is usually easier and faster to cut out the entire bottom and replace. It is common to replace several inches of the side as well.

You will not know the condition of the bottom unless you remove it. There is no way to inspect the bottom side.
