I am looking for someone with expierence in testing  A707 L3CL3 WITH A LOW CE=.40 AND WHAT MECHANICAL PROPERIES WERE obtained the market of  pipeline flanges in south america is coming out with specs of ce=.40 MAX THIS SHOULD MAKE MECHANICALS PROPERTIES VERY POOR  AND I AM TRYING TO GET SOME INSIGHT AT WHAT I MAY DISCOVER THANKS

The mechanical property requirements for Grade L3 can easily be met with a steel chemistry that has a CE = 0.40 max.  Keeping the CE low will improve low temperature properties (fracture toughness).  Talk to a vendor of these types of steels for more detailed information.
