Why is the reducer in a blower inlet line eccentric with bottom side flat?

Are you saying the suction flange on the blower is on the bottom of the blower pointed down? Then there is no need to use an eccentric reducer to adjust for the differences in line sizes.

Kind of depends on the application. If you have a wet gas, you would be concerned about this and may have drains on the line as well.
If you are blowing air, it is not a concern.
