Could anybody recommend an instrument for timing opening and closing of Medium voltage circuit breaker.

Programma makes a nice unit called the Egil.
This is especially well suited for MV breakers.
Others are designed for HV/EHV breakers and thus are more expensive.

Timing the opening and closing is one thing, a Time Travel Analysis is another. If you just need the amount of time it takes for the C/B to open or close after the function is initiated, you may not need the Time Travel Analysis device, which can be 'a lot of fun' to setup on the C/B, since it requires a mechanical connection on the C/B operating shaft to measure velocity and contact bounce.

Omicron CPC 100 is a multifunctional primary test system. Among other functions it can measure the opening/closing time of a breaker.
