In Figure 6-20 of ASCE-7, for Case C there are reduction factors that can be taken into account for a free standing wall that has a return corner. My question is, does that "return corner" need to be physically connected to the wall in order to use the reductions? I am adding a free standing wall to one side of an open large storage area. The existing structure only has walls at each end. Thanks!

IMHO, yes. Otherwise, the wall would not be able to resist relevant wind pressure.

I vote no. The reduction is a result of aerodynamic changes to the system. Those aerodynamic changes will be present whether or not the return wall and free standing wall are connected. We should, of course, be talking about a small physical separations. If there's a 4' gap between walls, that would change my answer.
