Is it allowed in AASHTO to splice reinforcement at the base of the stem wall of a cantilever type abutment wall, where the maximum bending moment is?

No, splicing is forbidden at places where maximum bending moments occur , I think there's even a point that says that it is specially forbidden to do so at the faces of members where max. bending moment occurs, then again it depends also on what you mean by splicing at a given point, if you're providing the necessary development lengths before and after the point of splicing, you shouldn't have a problem but if it's done at the face you'd also have to check whether the maximum permissible shear for splicing is exceeded or not.
