I am questioning the logic behing ASCE 12.12.3 structural serperation. If two seperate building are to be seperated, why is this distance not the algabraic sum? To me is does not make sense to SRsS (Square Root Sum of Squares) for inelastic displacements.

First off I believe you are referring to ASCE 7-10 correct? It is always helpful to state your code/country/location, etc.

The SRSS concept is based on the assumption that the full deflection of each building, toward each other, would rarely (low statistical chance) occur at the same point in time.

Yes 7-10 is correct. Thats the logic is was assuming it was going off of.
