Is there any restriction such as thickness, diameter or hazard level for using multi-segment heads on pressure vessels as per ASME VIII or AS 1210?

No restrictions. Apart of feasibility of using multi-segment head.

FYI -- all hemispherical heads are made up of 'orange peel' segments, it seems that drawing plate to a full hemi shape is not feasible. And those seams are 100% RT'd. Thus making them kinda expensive by comparison.
