Hello everyone,

I am trying to understand the difference between FAA Form 8100-9 (Statement of Compliance with Airworthiness Standards) and Form 8110-3 (Statement of Compliance with Federal Aviation Regulations).

To my understanding, I believe both Forms are issued to approve major repairs on aircraft structure and both the forms are issued by FAA DER. But why two different forms are used to approve major repairs?

Just to make sure that my understanding of the subject is correct, I will appreciate feed back.

1. Why are these Forms issued?
2. What is the difference between them?
3. Under what circumstances are they issued?
4. Who has the authority to issue and approve these two forms?

The 8100-9 is used by ODA's, and is signed by Unit Members or Authorized Representatives, who can only sign for that Organization. The 8110-3 is signed by DER's. Both are used for data approvals (drawings and reports). Otherwise no significant difference. Word around the campfire was the 8100-9 form was going away in favor of the 8110-3 for all delegated organizations and individuals. Both forms are used for Major Alteration data approvals and STC's, other limited usages are on PMA and TSO projects (and other uses too).

What der8110 said. There has been talk of eliminating the 81--09 and having DERs and ODAs use the same form (8110-3) since both forms do the same thing, just one used by a DER and the other by an ODA.
