Bolted Flange Thread Protrusion

Bolted Flange Thread Protrusion

(OP)
I have a 78" butterfly valve, total of 192 bolts. All bolts have 3-4 thread protrusion except 2. One has about 1/2" thread shy of flush; the other is flush. Under ASME B31.3, they are acceptable. Under AISC they are acceptable. However, I am working to ASME B31.1, and under that they are not. HOwever, the engineer has told me the valve was purchased not to ASME B31.1 but to AWWA standards, and I am not familiar with that at all. Can anyone tell me what the bolt standard is insofar as thread engagement and protrusion? There is a 5 week lead time to order new bolts, so I know if I can accept them under the AWWA standard everyone would be happy. Thanks.
