Is it normal for a vibratory roller to vibrate all lifts to include the final lift?

It seems to me that the final pass for the final lift should not be vibrated as it will loosen the soil matrix adjacent to and following the roller.

Thoughts?

Had problems when we vibrated limerock before the final cut. Turned out grade was 2 inches to high, grader had trouble cutting it.

Mike....common for general site compaction. If excessive "fluffing", soil could be too dry.
