Hydrostatic Test Height and Max Fill Height Calculations for in Service Tank

(OP)
Hi guys.

I am confused with these calculations given in API-653, tmin in the formula of Ht is not clear whether this is the min.remaining thickness or the calculated min.thickness by the formula for certain tank dia, height,Sp.Gravity of fluid.Similarly what thickness shall be used in the formula to calculate the Max fill height for the fluid.
Moreover, if the tank has more than one courses tmin will be of which shell course....or it will be min thickness in all the courses.

Regards.
