We have an instrument panel with an mcb inside that breaks the live(230v) and neutral. However in another panel for the same project we have an mcb that is only breaking the live. Has anyone came across this before?

It's not especially unusual. A switched neutral may be required to comply with EN 60079 Pt. 14, for example.

The stipulation in the UK is that if the neutral is broken by a switching device, then the neutral must be switched in unison with the phase conductor(s). The neutral can not be switched separately from the phase conductor(s).
