Hello,

I was wondering what would be the main criteria for selecting a vendor for a GSU Transformer of a hydropower plant.The specification writing for this transformer is almost complete and would be going to the bid soon. The bidding process will not be based on lowest bidder but rather on the qualification of the vendor?

Any suggestions would be highly apreciated.

You should determine the present value cost of losses and use that in the evaluation. Put the cost per kW of load losses, no-load losses, and auxiliary losses in the specs and say that the award will be based on the bid price plus the cost of losses. Do not solicit bids from unqualified vendors. Also include something to the effect that the owner reserves the right to accept the proposal which, in its judgment, is the best and most responsive proposal; to reject any and all proposals; and waive irregularities and informalities in any proposal that is submitted.

Check whether your tendering process is governed by any special local laws (for instance, public bodies within the European Union are legally bound to follow a constrained set of procurement processes that don't apply to the rest of the economy).

The best document for evaluation of capability of Transformer vendors is CIGRE Technical Report No 530-2013 Guide for conducting factory capability assessment of Power Transformers.
