That work can do to a pump impeller centrifugal increase the flow rate and head?

Make it bigger diameter, spin it faster.

Polish and underfile (then re-balance!) This will increase head/efficiency slightly on the right side of the curve, shutoff head will remain unchanged. All other things constant, you'll get a small increase in flow, depends on your system curve. We are talking maybe 1-2% head, depending on current condition of the impeller.

How much increase do you want.
Lacking a lot of detail such as pump type, model, manufacturer., speed the pump is running now, product pumped and flow and head, a pump curve would held as would the impeller diameter if not full diameter.

It is a capital mistake to theorise before one has data. Insensibly one begins to twist facts to suit theories, instead of theories to suit facts. (Sherlock Holmes - A Scandal in Bohemia.)

In general terms assuming you can't run it at a faster speed:

1. You can buy a bigger diameter impeller
2. Weld up the impeller to make it a bigger effective diameter
3. Underfile it (gives you between 1 and 5% head increase)
4. Blunt it (gives significantly more head than underfiling)
5. Grind the casing to increase the throat area(s)

Since you gave zero details on the pump and impeller design and your goals, it is impossible to say which (if any) of these options might be applicable. All have side effects which need to be considered before deployment.
