API 650 does not prescribe a maximum inlet size, but the maximum size listed in Table 5.6b is 60" NPS.

And please bear in mind that a generic roof design from 650 is essentially a 'rain hat'. It has no provisions for major loads, so it is incumbent on the tank designer to 'beef things up' to take that large, localized load.
