Is there a replacement for this legacy function in NX9 ?

I assume that you mean for features like holes, correct? If so, YES.

When creating your Drawing and you wish to annotate a 'hole' feature, use the 'Radial' dimension function and change the 'Measurement' 'Method' to 'Hole Callout'.

I'm familiar with the Hole Call out, I thought there was an update for Sketches

Our future direction for Sketch 'dimensions' are to convert them to PMI which can then be inherited onto a Drawing.

That being said, the old 'Feature Parameter' function is still available, although with NX 9.0, out-of-the-box it's hidden. Now you can either simply enter the term 'Feature Parameters' into the 'Command Finder' field at the top-right area of the Ribbon and you'll see the function item which you can select to execute the function. If there's a chance that you're going to be using this function frequently, if you hover your cursor over the 'Command Finder' item for the 'Feature Parameter' function, you can then select the 'down arrow' at the Right of the and you'll be given several options as to where you can place the icon for this function to make it more accessible (remember to update your Role so that this change is made 'permanent').
