Hole for Nozzle thru a Category A Joint

I am in a jam with a vendor who processed the holes in an ERW SA-53-B Pipe and put a hole in the weld seam. What requirements do I need to do to make sure the shell is usable and the weld seam has not been affected? Do I need to perform RT work on the seam? Is the hole through the Category A joint ok? What makes it ok? Any help or insight would help me greatly!

If you're just concerned from a Code standpoint review UW 14. Customer restrictions may be tighter.

I see no problems, there are no prohibitions in opening on a weld seam of ERW pipe.
