I'm running a new ASME PQR test, hard-facing overlay on to stainless steel bar
If my PQR test piece is 20mm Dia bar. What is the base metal thickness qualified?
Also what is the Weld metal thickness qualified if weld metal thickness = 3mm?

1. Make sure you have a copy of Section IX in front of you. If not, do not proceed further.
2. Go to Table QW-453 and carefully review the requirements for procedure qualification for hardfacing overlay.

I've read QW-453 just unsure about it's interpretation when the test is run on bar, which doesn't really have a nominal wall thickness.
20mm DIA bar matches the dimensions required for the production piece that we are to qualify for. I just want to know what range thickness the PQR will qualify (if any) so it can be used to support similar work with different dimensions.
Minimum hard-faced thickness qualified will equal the welded thickness during the PQR test, so 3mm?

According to this table, your qualification thickness for base metal would be up to and including 25 mm. rationale, see Note 2 for a production test piece. The bar diameter would serve as thickness similar to if you were welding pipe of this thickness.

Per table QW-453, the hardfacing thickness would be... "The minimum hard‐faced thickness shall be as specified in the
Welding Procedures Specification." You qualify for a minimum thickness only, not a maximum. So, it would be 3 mm if that s what your WPS requires.

So there are two thicknesses you must qualify for;
The first being the base metal thickness which in your case is the thickness of the bar and up to 1 in ( 25 mm)
The second is the minimum thickness of deposit. For example if you qualify with a deposit thickness of 1/4" you're not qualified to deposit just 1/8". If you need clarification on this refer to QW462.5
